Order issued on concessions to staff on Census duty in Kerala

The General Administration (Protocol) department (GAD) in Kerala on Wednesday (July 1, 2026) issued an order on concessions to be given to staff on Census 2027 duty.

Village, local body and forest staff; teachers; anganwadi workers; or other category of staff appointed as supervisors, enumerators, and assistant enumerators for the Houselisting and Housing Census will be given the concession of being absent from their institutions/offices for half a day either in the forenoon or afternoon on 20 working days or a full day on 10 working days from July 1 to 30. The staff engaged in the Census work will have the option to choose either of the two concessions, according to the order.

The Census 2027’s Houselisting and Housing Census that began on July 1 (Wednesday) will continue till July 30.

Teachers forums’ stand

However, teachers’ organisations such as the Kerala School Teachers’ Association (KSTA) and the All Kerala School Teachers’ Union (AKSTU) have reiterated that such concessions are not enough owing to the likelihood of widespread disruption in teaching-learning in schools in the absence of teachers. Only daily wage appointments in schools in place of teachers on Census duty could prevent academic loss in schools, both the KSTA and the AKSTU said.

First-term examinations were set to begin in schools in the second week of August, the KSTA pointed out, protesting government inaction and warning of strong protests on the issue. It also alleged that the GAD order went against the circular issued by the Directorate of General Education on granting compensatory off to teachers for carrying out Census duty on holidays.
